The 2025 budget set monthly assessments (dues) at $155/month. The Association sets a new budget each year, while we always do what we can to keep assessments the same, there is no guarantee they will not change each year. Assessments are due on the 1st of each month, with late fees applied after the 16th. These funds are critical for community operations, so prompt payments are appreciated. Payment plans are available for those facing hardship.
No, front yards are part of each owner's private property, and is the responsibility of each owner to maintain. The Association does not maintain private personal property.
Yes. Owners must submit landscaping plans within eight months of closing and must complete approved improvements within twelve months. Anyone facing financial hardship should apply for an accommodation from the Board of Directors.
All exterior modifications—including landscaping, sheds, playground equipment, pavers, concrete, solar panels, and satellite dishes—require prior approval from the Architectural Committee. A comprehensive list of pre‑approved front/backyard changes (including specific plants, decorative rock, solar‑panel and satellite‑dish installations) is available in our Handbook; those listed items may be installed without further review, but you must still file a Notice of Completion once the work is done. Front yards must include at least one plant per 50 sq ft. Driveway extensions may not exceed 1–1.5 ft on each side and must be approved before any work begins. Failure to comply with these rules may result in Association‑incurred costs and fines of $2,500 (or more).

Access IDs: first two per property are complimentary; additional IDs or replacements are $10 each
Personalized with the resident’s name and photo; issued per person and non‑transferable

Yes, with limitations. Garage/yard sales must be held during daylight hours only, and must comply with the Desert Hot Springs (limits 4 garage sales per year, one every 3 months, and not exceeding 3 consecutive days each time). Additionally, we require a copy of the city-issued permit for the garage/yard sale.
Curbside parking is permitted daily from 7 AM until 11:59 PM without a permit, and guests may park during those hours under the same rules. Street parking between 12 AM and 7 AM is prohibited unless you have a Common Area Parking Permit (CAPP) or your guests are on your approved guest safelist. Residents may self-serve temporary safelisting for guest vehicles via Patrol Masters website. To apply for a Resident CAPP, stop by our General Manager at the Skyborne Clubhouse Monday–Thursday, 9 AM–12 PM (walk‑ins) or 1 PM–5 PM (by appointment).
All rental agreements must be for a minimum of 30 days. Owners are required to submit each lease to the General Manager—either by posting a request on TownSq or by email. Short‑term rentals (e.g., Airbnb, VRBO) also require a valid Desert Hot Springs permit, which must be provided to the General Manager. Failure to comply with these rules may result in Association‑incurred costs and fines of $2,500–$7,500 (or more).
At this time, the Clubhouse remains Developer‑owned and isn’t available for private homeowner events. We’re grateful to the Developer for hosting our General Manager on‑site, so owners can receive in‑person support right here in Skyborne. With the Developer’s permission—and under the joint supervision of the Developer and the Board—we also hold our General Sessions in the Clubhouse ballroom. Each year, the Board of Directors will review the annual budget, evaluate growth in homes contributing monthly dues, and consider whether it’s feasible to annex the Clubhouse (and other Developer-owned property) into Association property. That decision, made by the duly elected Board at that time, may—or may not—result in adjustments to our monthly assessments.
